Atlas Innovative Systems designed, built, and operates a Tier IV-compliant sovereign data center facility that serves as the critical infrastructure backbone for multiple national-scale platforms. Deployed in partnership with sovereign cloud for cloud compute and Equinix for colocation services, the facility provides the highest commercially available level of fault tolerance and redundancy — ensuring that mission-critical government systems remain operational under any circumstances, including concurrent maintenance events and single-point failures.

The data center implements military-grade encryption across all data at rest and in transit, with a comprehensive zero-trust security architecture that enforces identity verification at every access layer. Edge-to-cloud communication protocols ensure secure, low-latency connectivity between remote border posts, regional government offices, and the central facility. The infrastructure supports the full AIS platform ecosystem including integrated border management, the National IFMIS Platform, national identity systems, and additional government digital services — providing complete data sovereignty with all citizen and security data residing within national borders under full government control.

Results & Impact

The Tier IV Data Center has achieved 99.99% availability since going operational, exceeding the contractual SLA and delivering less than 53 minutes of total downtime annually across all hosted services. The facility successfully passed concurrent maintenance testing — allowing full hardware replacement, firmware upgrades, and infrastructure modifications without any service interruption to the platforms it supports.

The disaster recovery site delivers a proven 4-hour Recovery Time Objective (RTO) with near-zero data loss, validated through quarterly failover exercises. Full data sovereignty has been achieved with all government data — including biometric records, financial transactions, and immigration databases — stored and processed exclusively within national borders. The facility currently supports 5+ national platforms simultaneously, with capacity headroom to accommodate additional government digital services as the national infrastructure program expands. The zero-trust security posture has maintained a clean record with zero unauthorized access incidents since deployment, verified through continuous penetration testing and independent security audits.
